This is a responsible administrative and clinical position calling for the organization and tracking of utilization review information for the mental health centers of Alabama designated as belonging to Region III. This employee reports to the Clinical Director for the utilization review services provided through this effort and will also report to mental health centers located in Region III and ADMH regarding utilization review information. This position requires a high level of clinical expertise as well as a thorough understanding of the principles of utilization review as applied to community mental health residential programs. PRIMARY JOB FUNCTIONS: Coordinates with the Alabama Department of Mental Health (ADMH) on issues related to housing/residential/crisis slots in Region III area (counties serviced by Carastar Health CMHC, East Central Mental Health CMHC, and Integrea CMHC): a. Responsible for collecting, tracking, and reporting UR data provided by Region III CMHCs via the UR tracking protocol spreadsheets/documents specified by ADMH in a timely and accurate manner (i.e. census, readmissions, discharges, etc.). b. Assists ADMH in maintaining a complete and accurate database for all certified housing/residential programs, as well as CRUs and DMHF Hospitals, in the Mental Illness Community Residential Services (MICRS) reporting system. c. Monitor lengths of stay in residential programs in the Region. d. Conduct Discharge Planning Conference call at least once per month with all Region III providers to staff consumers currently under Civil Commitment or at risk of Civil Commitment who are at Bryce Hospital, DMHF CRU, and/or DMHF Hospital.as well as staff consumers in housing/residential who need outplacement and barriers complicate such discharge. e. Attends/participates in the monthly staffing of Bryce consumers held by ADMH and be prepared to discuss housing/residential vacancies throughout Region III. f. Attends training related to UR function as provided and/or coordinated by ADMH. g. Participates in training and meetings to assist ADMH and the Regional Board of Supervisors (BOS). h. Actively participates in the utilization review and management of continuum and Region III resources. 2. Acts as residential placement liaison for consumers in Region III and their assigned community mental health centers. a. Develops a working knowledge of all community mental health center operated/contracted housing/residential services in the area relative to admission criteria. b. Maintain a working knowledge of all CMHC residential and housing services in Region III, state hospitals and designated mental health facilities, and inpatient community resources serving the Region. c. Regularly contact appropriate staff involved in consumer care coordination, case review, and discharge planning at various facilities and programs. d. Coordinates discharges into residential services across catchment areas, when necessary or requested by a community mental health center, a state hospital, or central office personnel. e. Assists ADMH and community mental health centers in locating options for consumers who have special needs that cannot be met in their home area. f. Help facilitate movement out of state facilities, CRUs, and/or housing/residential by assisting with difficult placements. 3. Supervision and consultation. a. Administrative and other related duties as assigned. a. Attends all UR Coordinator meetings called by ADMH. b. Travels to various state and local hospitals and community programs as needed c. Completes assigned tasks in a timely manner. d. Ability to apply programmatic knowledge to the operations of programs for the seriously mentally ill (SMI). e. Ability to effectively communicate in writing and in person so that the UR Coordinator efforts of the entire Service Area are enhanced and maintained. f. Ability to compile data and write clear and concise reports. g. Ability to proficiently operate a personal computer to include Microsoft Office Software, such as word processing, databases, power point, and excel spreadsheets in a productive manner. h. Ability to communicate effectively both verbally and in writing. i. Accesses appropriate community resources according to consumers needs. j. Maintains current license and requirements for renewals and certifications, if applicable. KNOWLEDGE, SKILLS and ABILITIES: Knowledge, outlined below, to be attained within (6) six months of employment. Thorough working knowledge of the principles of utilization review and quality improvement as applied in mental health settings Knowledge of psychiatric disorders in adults with SMI Knowledge of available region and community resources Knowledge of co-occurring psychiatric and substance abuse disorders Knowledge and training in mental illness program operations, structure, and development Ability to apply programmatic knowledge to the operations of programs for the seriously mentally ill Ability to effectively communicate in writing and in person so that the UR coordination efforts of the entire Region are enhanced and maintained Demonstrable communication and interpersonal relationship skills Proven writing skills Proven ability to fluently use word processing, database, and spread sheet computer programs in a productive manner. Must be able to produce charts, graphs, and data tables that simply and directly communicate tracking of UR indicators so that members of the public will understand the material being presented in a brief lecture. Must be able to produce charts, graphs, and data tables that coordinate UR data in such a way as to allow direct judgement of the effectiveness of the UR program. Must be familiar with Microsoft computer programs that can produce the results described above. MINIMUM QUALIFICATIONS: Masters degree from an accredited college or university in social work, psychology, or related field. Minimum of three years post masters clinical experience. Experience providing clinical services in a residential or inpatient clinical setting is preferred. Valid drivers license and driving record acceptable to Carastars insurance carrier. Must show and maintain auto insurance at least equal to the State of Alabama standards for automobile insurance coverage.
